With reference to my Confidential Despatch of

the 24th. September, I have the honour to inform you that His Britannic Majesty's Acting Consul-General at Manila has reported

that Baghwan Singh is now in Manila. The Indian Government has

·been infomed in a letter of which I enclose a copy.

I am in communication with the Consul-General

for the United States of America on the subject of the possibility

of moving the Authorities in Manila to deport this dangerous agitator and his associate Dost Mahomed.
